SASO, the Saudi Standards, Metrology and Quality Organization, is the regulator. SAS numbers are the individual Saudi standards SASO publishes for a specific product, for example SAS 1395 and 1396 for sewer pipe or SAS 254 and 255 for duct pipe. Knowing which SAS number applies to a product is what a tender approval actually checks.

Why Standards Compliance Matters on a Saudi Project

A government or infrastructure tender in Saudi Arabia does not simply ask for PVC pipe. It asks for pipe manufactured to a named standard, and the certificate submitted for approval has to name that same standard for the exact product line being supplied. A general compliance statement that does not cite the specific SAS number is not the same thing, and procurement teams increasingly check for the difference.

SASO vs SAS: What the Two Terms Actually Mean

SASO is the Saudi Standards, Metrology and Quality Organization, the government body responsible for setting and enforcing product standards in Saudi Arabia. A SAS number is not SASO itself, it is one specific standard document SASO has published and assigned a reference number to, covering one product or product family. Saying a pipe is "SASO approved" is a general claim. Saying it is manufactured to "SAS 1395" is a specific, checkable one, and it is the specific claim a tender approval process is built to verify.

How to Verify Compliance Before Ordering

  • Ask for the certificate by product line. A certificate should name the specific SAS number or standard for the exact pipe being ordered, not a general company statement.
  • Match the standard to the application. Confirm the standard cited actually covers the product's intended use, for example potable water versus general drainage.
  • Check the certificate is current. Standards are periodically revised. Confirm the version cited is still in force.
  • Keep documentation on file for the tender. Procurement approval typically requires the certificate to be submitted alongside the bid, not supplied after award.
