PVC Pipe Standards in Saudi Arabia
PVC and uPVC pipe supplied in Saudi Arabia is governed by four standard families: Saudi Standards (SAS and SASO), American (ASTM), German (DIN) and North American electrical (NEMA). 4B Factory manufactures to these specifications at its Al-Kharj plant and supplies the compliance documentation required for municipal, government and contractor approval.
Standards
Specification First, Price Second
On a Saudi project the standard is usually written into the bill of quantities before a supplier is chosen. A consultant who has specified SAS 1395 for buried sewerage, or NEMA TC 2 for underground electrical duct, is not comparing pipe on price until the submitted product matches the clause. Pipe that cannot evidence the specification does not reach the pricing stage at all.
That is why this page sets out what each standard actually governs, which product line it applies to at 4B Factory, and what documentation accompanies an order. For the SASO route specifically, see the dedicated page on SASO approved PVC pipes.
PVC Pipe Standards Cross Reference
What each standard governs, the body that issues it, and the 4B Factory product line it applies to. Use this to match a specification clause to a product before requesting a quotation.
| Standard | Issued by | What it governs | Applies to |
|---|---|---|---|
| SAS 254 & SAS 255 | SASO | uPVC conduit and duct pipe for telephone and power cable protection | uPVC Duct Pipes, 20 to 63 mm, dark grey |
| SAS 1395 & SAS 1396 | SASO | uPVC pipe and fittings for buried sewerage and drainage systems | Sewer & Drain Pipes, Class 2 to 4, 110 to 710 mm |
| SASO ISO 1452 | SASO with ISO | uPVC pressure piping systems for water supply, including potable water | Watermain Pressure Pipes, Class 4 & 5, 50 to 315 mm |
| ASTM D 1785 | ASTM International | Rigid PVC pipe in Schedule 40, 80 and 120, dimensions and pressure rating | PVC ASTM Standard Pipes, half inch to 8 inch |
| ASTM D 2241 | ASTM International | PVC pressure pipe classified by standard dimension ratio (SDR) | PVC ASTM Standard Pipes, SDR series |
| ASTM D 1784 | ASTM International | Cell classification of the rigid PVC compound itself, for example 12454 | Compound specification across all lines |
| DIN 8061 & DIN 8062 | DIN | General quality requirements and metric dimensions for rigid PVC pipe | Metric pipe where a DIN clause is specified |
| NEMA TC 2 | NEMA | Rigid PVC electrical conduit in EPC 40 and EPC 80 wall thicknesses | PVC Conduit & Duct, half inch to 6 inch |
Standards are revised periodically. Always confirm the revision year cited in your project specification before submitting material for approval. The current Saudi technical regulation covering pipes used in water, electricity and gas networks is published by SASO.
Pressure Class and Wall Designation Reference
Class means different things in different standard families, which is a common source of specification error. Pressure class describes a pressure rating. Sewer class describes ring stiffness on a gravity line, not pressure.
| Designation | Standard family | What it means | Typical specification |
|---|---|---|---|
| Class 4 | Saudi pressure pipe | Rated to 10 Bar working pressure | Distribution mains and utility water |
| Class 5 | Saudi pressure pipe | Rated to 16 Bar working pressure, thicker wall | Trunk mains and higher head duty |
| Class 2, 3, 4 | SAS 1395 / 1396 sewer | Ring stiffness on a gravity line, not a pressure rating | Buried sewerage and storm drainage |
| Schedule 40 | ASTM D 1785 | Wall thickness series; pressure rating falls as diameter rises | General pressure and light process duty |
| Schedule 80 | ASTM D 1785 | Thicker wall than Schedule 40 at the same nominal size | Industrial, chemical and process service |
| SDR series | ASTM D 2241 | Constant wall to diameter ratio, so rating holds across sizes | Irrigation and pressure distribution |
| EPC 80-PVC | NEMA TC 2 | Heavy wall rigid non-metallic electrical conduit | Underground power and telecom cable |
Full size, class and pressure breakdowns sit on each product page. For indicative cost impact of moving between classes, see the PVC pipe price guide for Saudi Arabia.

Frequently Asked Questions
Four families apply. Saudi Standards (SAS, issued by SASO) cover duct pipe under SAS 254 and 255 and sewer pipe under SAS 1395 and 1396. ASTM covers Schedule and SDR pressure pipe under D 1785 and D 2241. DIN 8061 and 8062 cover metric rigid PVC. NEMA TC 2 covers rigid electrical conduit.
SASO is the Saudi Standards, Metrology and Quality Organization, the body that issues and enforces standards. SAS is the designation carried by the standards themselves, such as SAS 1395. A specification will normally cite the SAS number, while approval documentation refers to SASO as the issuing authority.
They cover uPVC pipe and fittings for buried sewerage and drainage. Pipe supplied to these standards is produced in Class 2, 3 and 4 across 110 to 710 mm. The class here describes ring stiffness on a gravity line rather than a pressure rating, which is a frequent point of confusion at specification stage.
SAS 254 and SAS 255 apply to uPVC conduit and duct pipe for telephone and power cable protection, supplied in 20 to 63 mm. Where a project specification is written to a North American clause instead, NEMA TC 2 EPC 80-PVC applies, supplied from half inch to 6 inch.
D 1785 classifies rigid PVC pipe by Schedule, so wall thickness is fixed per nominal size and the pressure rating falls as diameter rises. D 2241 classifies pipe by standard dimension ratio, holding wall to diameter constant so the pressure rating stays the same across sizes within one SDR series.
It depends entirely on what the project specification cites. Many Saudi municipal and utility specifications call up SAS numbers, while industrial, process and international contractor projects frequently specify ASTM or DIN. 4B Factory produces to all three families, so the answer is set by the clause rather than by the supplier.
Yes. Standards documentation is supplied with orders for contractor, consultant and municipal approval. Send the specification clause, diameter, class and quantity to the technical team and the matching product line and accompanying documentation will be confirmed with the quotation.
